Every public or private sector organisation needs to think and plan at a strategic level how it organises the way in which it delivers services. Procurement attention needs to be focused on the efficient and effective use of scarce resources. The Audit Commission considers that procurement is more than just buying goods and services or outsourcing. When used well it is a mechanism to challenge current services and to determine new models for service delivery. In order to achieve these benefits, a strong element of competition should run through the whole process. Effective procurement is fundamental to service improvement.
