A Supreme Audit Institution (SAI), often titled an Auditor-General, is the institution responsible to the legislature for auditing government activities. It is called "Supreme" because of its responsibility to the legislature for the activities of the government itself. In constitutional terms the SAI is an institution of the legislature, not of the executive. It should be controlled by, and report to the legislature, in order to preserve its independence.
