Merthyr Tydfil County Council is a fairly small unitary local authority serving the South Wales area with a population of just 57,000 and employing 3,200 staff. The council had a dynamic new chief executive, Alistair Neill, who was driving forward the modernisation agenda. As part of this modernisation, the council was looking at how it manages its major procurements. It realised that it cannot undertake large projects without a robust and thorough project management system in place. To this end they developed a bespoke system, which could guide all of their officers and members when they are carrying out this type of work.
