The City Auditor, who reports to the City Council separately from city management, hired a Deputy City Auditor in 1985 with considerable government performance auditing experience to build audit staff capabilities in performance auditing, and initiate City performance audits. The City Auditor's Office's performance audits led to adoption or improvement of measurement by some departments and the 1992 proposal for a Council resolution by the Auditor.
