In 1996, the Naval Undersea Warfare Center Division, Newport, RI, began a process to establish and implement a customer-driven performance measurement system. For the past two years, the Division has used a balanced scorecard approach and finds that this methodology enables the leadership to communicate strategic direction both externally and internally and to measure progress toward strategic goals. Since implementing the balanced scorecard as a strategic management tool, the Division has made positive changes, and it recognizes the need for continual adaptation. The organization has used the scorecard to define a roadmap for future change and to redefine relationships that are key to organizational success.
