Tier 1 worked with AMS on what the true learning and performance requirements were. First, users needed a system that delivered task support in a variety of ways. They needed Web-based training certainly, but they also needed print materials, manuals and on-line performance support. AMS needed to be able to create, manage, maintain, and deliver these items easily - and with minimal technical skills. Finally, the system had to be highly effective. It needed to raw on proven methods for delivering knowledge to users in real-time. Tier 1's Learning Strategy team designed a solution that would allow AMS trainers to author directly to the system - without having any technical skills - and maintain content on-line.
