Since the introduction of distance education in 19th century, several research work have been undertaken to outline the different perspectives of distance education. Several considerations have to be made in order to provide an efficient and effective distance-learning package. Some of the main aspects to focus are the media choice, needs of the market, characteristics of the consumers, size and technology, and the institutional framework. This research paper looks into developing a distance education model for Maldives. This paper gives an overview of the literature which leads to the model and a brief discussion on the design of the model at its current phase.
