Shanghai Telecom is a wholly owned subsidiary of China Telecom in Shanghai City that offers domestic and international wireline telecommunication networks (including wireless local loop); voice, data, and video communication; and other associated telecom services. Faced with increasing competition from other Chinese telecom service operators operating in Shanghai, and the anticipated entry of foreign operators into the Chinese market now that China has joined the WTO, Shanghai Telecom is constantly seeking ways to gain a competitive edge. Consequently, Shanghai Telecom decided to introduce MPLS VPN services to its customers in the Shanghai municipality. Shanghai Telecom conducted an intensive testing process that initially involved seven vendors, with the whole testing process lasting four to five months. In the end, Redback's SmartEdge 800 Router was chosen because of its feature set, its superior scalability and performance, and its ability to interoperate with existing equipment from other vendors.
