This paper analyses current problems about distance education and the necessity for adopting standardised courseware. The paper compares some international standards on courseware. The paper also discusses the AICC-based distance education management system TH-CMI. The standardised courseware makes the distance education management system and courseware independent of ach other. Therefore, the repeated work of developing a distance education management system or courseware is avoided.
