This paper shows that load balancing operations for 3G cellular networks need to consider the tradeoff between network coverage and capacity. As a result, performance improvements through network reconfiguration always have to be measured against the CDMA-intrinsic coverage-capacity tradeoff through interference. Within this framework, it could be shown that load balancing through the shifting of cell boundaries can improve network performance substantially.
