The study explained in this paper investigates the relationship between leadership capabilities and organizational change. Quinn's competing value's leadership survey was administered to executive leaders within the government public service prior to the initiation of an organizational change program. The findings indicate a relationship between several specific capabilities (or characteristics) and receiving a failed rating. This research contributes to the body of knowledge on leadership and organizational change by exploring the relationship between specific types of leadership capabilities and effectiveness in the initiation of new programs.
