The scope of this paper is to define the Patent Platform for Third Generation Mobile Communication Systems (3G Patent Platform) in terms of function, structure, operation and governance. The 3G Patent Platform encompasses all the technology defined under the 3G Standards. The 3G Patent Platform has been established to provide certainty within the global telecommunication industry that the cumulative maximum license costs (royalties) necessary for the realisation of 3G Systems shall be consistent with the commercial viability of service provision.
