Creating the DNI and the NCTC were extremely important decisions. However, they only mark the beginning of a long process, not the end. This articulate would address several issues and questions relative to the intelligence reform legislation. First, why was it necessary? The answer to this question may seem obvious, but it is worth repeating. Over the last decade, the intelligence community has failed. It wasn't able to penetrate the al Qaeda terrorist organization and they paid a high price for this failure. Prior to the first ever attack on the U.S. mainland on 11 September 2001, they failed to interpret, analyze, and share information gathered.
