Terrorists disrupt vital services to create fear and havoc. Familiarity and visibility make surface transportation an attractive target. Attacks could strike at local points, with bomb blasts or with the release of chemical or biological agents, or at systems, disrupting computer controls or damaging the power or communications infrastructures. This article summarizes recommendations made by a committee that examined United States' surface transportation system and proposed research and development strategies to improve transportation security.
