Since 11 September 2001, much has been done to improve the creation and sharing of knowledge about terrorists and terrorist threats. A Department of Homeland Security with an Under Secretary for Information Analysis and Infrastructure Protection was created, a Terrorist Threat Integration Center was established, and the FBI has embarked on a transformation to improve its ability to produce intelligence. The process to connect the dots is being improved, yet much more can and should be done.
