The dilemma of today's emergency managers is how to anticipate the unexpected threats, prepare for the unfathomable outcomes, and gauge the unknown nature and magnitude of future attacks. In light of recent terrorism, it is imperative that governments work with the private sector to continue to build a coordinated, flexible, and broad-based approach to ensure the safety of nuclear power plants and those who live near them.
