The security of citizens is, and always has been, a high priority for Kentucky city leaders. The events of September 11, 2001 have reinvigorated the debate about cities' roles in protecting citizens. Across the Commonwealth, city officials have reviewed their disaster preparedness plans. Many communities have staged mock emergency drills. A host of training programs have been conducted. To the extent that homeland security means protecting communities from vulnerability to attack, Kentucky cities have clearly renewed their focus on the issue.
