The primary objective of this paper is to develop stability in the process and increase the quality of the data in agency budget submissions. Over the past year, the FEA reference models were updated to reflect agency feedback and lessons learned from the FY05 budget process. The updates to the reference models impact the Business Reference Model (BRM), Service Component Reference Model (SRM), and Technical Reference Model (TRM).
