This report examines the New York City Police Department's innovative model of police management known as CompStat. The study identifies the management practices that are associated with CompStat and documents the process of dissemination and adoption of CompStat by other police departments across the nation. A key distinguishing element of the CompStat program is the use of the data by the department to monitor the performance of each precinct and to hold precinct commanders personally accountable for decreasing crime in their area.
