This article states that Department of Homeland Security can be uniquely positioned to fundamentally transform the institutions and interactions of the federal government. If successful, this transformation can be revolutionary in building a national security infrastructure that will not only survive current threats, but be robust regardless of the form or technology of future threats. However, the most difficult homeland security challenge is not about combating specific forms of weapons of mass destruction or the hostile use of powerful technologies, but about changing the agencies, leaders, and citizens to take new perspectives about the defense of the families, friends, and neighbors.
