The purpose of this paper is to ask this question: despite the admittedly draconian legal measures enacted both in the EU and the USA, seeking to regulate illegal conduct on P2P networks, and regardless of the lawsuits brought by the entertainment industry in various countries in the world, millions of users still engage in illegal file sharing. The question then is: Why is this happening? Why do people still engage in illegal activity over P2P networks? This question is interesting, as it appears that file sharing continues to thrive.
