The objectives of this review were to determine the extent to which the Interagency Security Committee (ISC) had fulfilled the responsibilities established for it by the executive order and to identify the potential implications of the proposed DHS on ISC and its responsibilities. To meet the review objectives, the report reviewed ISC documents, relevant executive orders, and proposed DHS legislation; and interviewed past and present GSA officials, 17 of 21 ISC participants, and Office of Management and Budget (OMB) representatives.
