The report clearly and exhaustively describes the challenges FLETC faces in planning for future capacity and articulates the importance of sustained management oversight of, among other things, the planning effort to help ensure its success, and that the report's title accurately reflects these challenges. Second, FLETC said that the report did not point out that the flow of federal law enforcement personnel was not constrained by training capacity, but by the inability of POs to recruit such personnel.
