The Sarbanes-Oxley Act is changing the reporting landscape for utilities. Most utilities have had financial reporting controls in operation for years. But the question they face now is whether their original controls meet the new standards under the Act, and to what extent they will need to solve non-compliance by implementing new systems. This paper is designed to examine the framework of the Sarbanes-Oxley Act as it applies to utilities and their wholesale market operations. It also intends to identify at which points manual processes may not be sufficient to achieve compliance.
