This paper discusses and provides information about homeland security steps taken in the U.S. after 9/11 incident. A new Bush directive calls for pulling together eight Cabinet departments into one homeland defense department. Not since 1947 when President Harry Truman unified the military under the Defense Department have such drastic changes to government management been proposed. This plan has many far reaching implications and opportunities. Congress is also investigating whether the CIA and FBI overlooked or failed to share clues that might have prevented the terrorist attacks.
