In light of the new terrorism, the security of the global sea-container shipping system needs to be reviewed and systematically analyzed. A systematic review of global container commerce with an eye to improving system wide security is required. As part of this larger effort, a first step should be a consultation involving relevant stakeholders to identify the major issues and perspectives, the results of which will be used to increase awareness about security issues among the stakeholders, as well as to formulate a research agenda and a research effort to improve the security of global container commerce.
