It must also be recognized that strategic intelligence for threats to Internet security is, a tool. Indeed, one of the problems in cyber-space is that the offense seems to have significant advantages over defense. Intelligence assessments can aid in the creation of effective and cost effective security policy, appropriate training programs, and reality based risk management efforts.
