This paper discusses about border security. Peace, trade, and culture are the three pillars of Canadian foreign policy, yet the Canada-U.S. Smart Border Declaration and 30-point Action Plan for Creating a Secure and Smart Border demonstrates that trade is clearly first among equals. This makes good sense; however, an unintended consequence of such a policy may be an increase in the concentration of trade and tourism through a limited number of border crossings, thereby increasing the potential threat to binational economic security. The paper concludes with a few speculative policy ideas for long-term deconcentration. The Canada-U.S. cross-border economy is the largest bilateral trading relationship in the world and it is highly concentrated in terms of the physical movement of people and goods.
