It states about support provided by the federal government to civil aeronautics research and development (R&D) which does not commensurate with the importance of air transportation in the nation's economy and security, as well as in the global economy and the international war on terrorism. The Committee believes that a vigorous national advanced aeronautical R&D program with strong leadership by the federal government is essential to maintaining a strong national transportation system in support of a world class economy; sustain and enhance its leadership position in global air transportation; and maintain homeland security and winning the war on terrorism.
