Lockheed Martin realized that developers at one of the company's large government clients were spending up to 70 percent of their time trying to integrate their change management tools. The client needed to transform the way they thought about managing change. The client began using Unified Change Management (UCM) supported by IBM Rational ClearCase and IBM Rational ClearCase. With UCM, developers manage change at the level of activities, not individual source code files. The results were exceptional. It had a large effect on this client, it was a fundamental shift in the way that they perceive the planning of work and the planning of resources needed to exercise that work.
