Multiple states will be coming together next Fall to pilot, prototype and collaborate in the development and implementation of Open Virtual Education Spaces (OpenVES), to support teachers, students, and parents in implementing standards based eLearning infrastructure. In order to create and maintain a national standards database, and to provide common services in support of OpenVES efforts, a national non-profit PK12 Gateway Clearinghouse is a necessity. In this white paper a high level set of requirements for a national gateway clearinghouse to support state efforts to implement their Virtual Education Spaces are presented.
