The Department of Children and Family Services (CFS) provides protective services to children and families. The 300 child welfare workers in the Alameda County Department of Children and Family Services depend on the official Practice Guide when doing their jobs. Previously, when a child-welfare regulation or practice changed, the department disseminated updates on paper-a process that was both inefficient and costly. But when the department put the guide online using Microsoft FrontPage, it faced an additional training burden for its non-technical content specialists. Macromedia Contribute promised to let the department avoid the hassles of training non-technical users while allowing technical staff to maintain all-important control over the site.
