The CalVIP Project team has been testing the viability of H.323 videoconferencing for the past year. During this experience, they have determined which deployment techniques provide the most reliability and which deployment techniques don't. As a result, it is essential to establish "Best Practices" for H.323 videoconferencing on the integrated statewide Education network (CENIC). This document describes the basic network design and Quality of Service (QoS) issues for H.323 and explains the results from testing various video endpoints, MCUs and gateways.
