This paper will explain how MPEG-2 compression impacts the recovery of data inserted in the Vertical Blanking Interval (VBI). Guidelines are given for the selection of encoding parameters that will minimize the impact of high compression ratios on these data waveforms. MPEG compression takes advantage of temporal redundancy in video to achieve high quality at lower bit rates than intra-frame compression like JPEG or DV systems. VBI data transmission, however does not have any redundancy frame to frame. Low frequency waveforms such as Closed Captioning and AMOL 1 are shown to be readable and error-free in spite of the compression artifacts, even at very low bit rates. However, high frequency waveforms such as Teletext, require higher bit rates in order to maintain their integrity.
