Business is beginning to see the opportunities that computer systems present to efficiently and inexpensively collect and analyse data about people’s online activities. In contrast, the public are becoming increasingly concerned about the potential for information technology, and the Internet in particular, to be used to covertly invade their privacy. They certainly do not trust business to protect their privacy and so governments are beginning to react to these concerns and enact legislation aimed at controlling the collection and use of data about private citizens. However, can legislation really provide protection in what many regard as the new “Wild West”, Cyberspace? This paper discusses and synthesises the latest thinking on this issue.
