The best measurement is an internal measurement, one that doesn't involve secondary measurements, and directly involves the primary heat pathway (CPU-Core to Die to Heatsink heat pathway).
External measurements that are insulated so that the only measurement is the secondary pathway can be acceptable.
Per both AMD and Intel White Paper Specifications, heatsink-mounted thermocouple can be used to increase "temp reading accuracy", but this is a measurement of heatsink temp, and not actual CPU temp.
