Policy makers should also continue to think globally with regard to issues such as transparency, and technological neutrality, and keep in mind that strengthening the rulesbased trading system is complementary to the development of innovation potential. At the same time, policy makers must remain alert to the potential development of impediments that could result from shortsighted or overly restrictive policies relating to technology, innovation and e-commerce. Strengthening the rules based global trading system is necessary to maximize opportunities for innovation, and to enhance the ability for all to reap its benefits.
