The Technical Advisory Group (TAG) on Treaty Characterisation Issues arising from E-Commerce was set up by the OECD Committee on Fiscal Affairs in January 1999 with the general mandate "to examine the characterisation of various types of electronic commerce payments under tax conventions with a view to providing the necessary clarifications in the Commentary."
