An Introduction to Capital Controls

The purpose of this article is to introduce readers to the debate on capital controls, to explain the purposes and costs of controls and why some advocate their reintroduction. To lay the groundwork for understanding restrictions on capital flows, the next section of the article describes capital flows and their benefits. The third section characterizes the most common objectives of capital controls with an emphasis on the recent debate about using controls to foster macroeconomic stability. Then the many types of capital controls are distinguished from each other and their effectiveness and costs are considered.
