Many properties of important WebSites are only detectable when they are seen by the user from a browser. For example, on a WebSite with dynamically generated pages which are produced from several different servers and final-assembled just before delivery to the client browser, some parts might actually be missing or unavailable. The server may not see this, but the end user -- looking at the generated page from a browser -- certainly sees this as a problem. Also, how long a page takes to download -- a factor that is affected by server speed, the speed of the web, and the speed of the connection from the web to the client browser -- might check out OK from the servers' point of view, but might result in a too-slow page delivered to the user, who then clicks away to another site.
