This paper proposes an economical and effective solution: pre-switch packetization of data traffic, which can offload Internet traffic from the PSTN by advancing the all-packet network closer to the customer than ever before. Pre-switch packetization expands offload to the line-side of overloaded switches, leverages the economies of the public data network for transport on the trunk side, and co-exists with current infrastructure. Very importantly, implementation of this solution represents a tremendous cost savings for carriers. Equally importantly, pre-switch packetization is a strategic investment in the Next Generation Network, providing a scaleable infrastructure solution that is an important step toward truly converged data and voice.
