Now a days the suppliers are likely to be using CAD systems, with prints only being made at the very end of the design process. The descriptions of the components is included in assembly drawings, technical manuals or promotional materials. If the supplier is starting with designs in CAD there is no need for them to go to the expense of producing a print and then scanning it back in as a raster file.Intellectual property rights, release control issues, fear of reverse engineering, danger of a modified CAD file somehow returning back into the organization - these are the issues that preclude suppliers from releasing proprietary CAD files to the customer.
