In the broadest sense, European Economic and Monetary Union is a means of putting in place programs that facilitate the transition to a more market-centered economy. This is not to discount the risks of EMU; rather it is recognition of the incredible catalyst the euro promises to be. The stakes are high, but if the experiment succeeds, Europe will emerge with a stronger economy and Europeans will look forward to a more secure future.
